HP offset in kill steal

How HP offset impacts the auto kill steal. Does this means that if I move it to 10% then hero will use sunstrike to kill enemy when it's under 10%?

Hello , There are few scenarios where you're looking to cast sunstrike or your abilities to kill the target which has more hp to be dead instead of certain damage calculation , Let's say target needs 150 more dmg to be dead but you're looking to attack the target or anything else in team fight then you set a offset to cast spells on remaining health of target.
